ircd: keep ChanServ outside registered channels
Stop joining and opping ChanServ during registration, enforcement and startup. Let empty channels disappear while retaining registrations in SQLite; restore saved mode locks, kept topics, managed exceptions and authenticated access on recreation.
Allow trusted services users to issue INVITEs without channel ops and normalize local invitation channel names. Keep the op check for ordinary users and document older INVITE parser limitations.
Cover empty-channel lifecycle, authority restart, policy restoration and outside invites. Validate native networks with v1.3 and v2.0 leaves alongside existing services, expiry and network-state regressions.
