ircd: check RBLs asynchronously without stalling the event loop
Use dns.js A-record queries and hold each tested connection in its bounded receive queue until admission completes. Apply the same gate to WEBIRC client IP checks and inbound server handshakes.
Preserve response filtering, exemptions and allow-through behavior on DNS failures. Ignore stale or duplicate replies and carry callback state explicitly for the Synchronet runtime. Build complete IPv4 and IPv6 DNSBL query names without the system resolver.
Add controlled admission regressions and native UDP DNS tests for delayed replies, listings, retries, timeouts and disconnected clients. Verify existing connection, WEBIRC and network-state regressions.
