tests: create system.temp_dir before writing to it in file/hashes.js

The directory does not exist on a fresh CI checkout, and File.open()
does not create it, so the test failed on every platform with errno 2
while the file/ tests ran before anything else had populated temp/. filebase/basic.js already calls mkpath() for the same reason.
